WINDOWS MEDIA PLAYER CANNOT PLAY DVD OXCOOD116A,
CONDITION =0X00000000

Error's C00D116a and C00D119a while playing DVD's or MPEG-2 content are
directly related to either your current video card drivers or the MPEG-2/DVD
decoder you have installed.  Reinstalling both of them will fix the problem
for you. - http://www.zachd.com/pss/pss.html#0xC00D119a

Download the latest drivers, run the installer.  Get the CD with your DVD
decoder on it, insert it, run the installer.

I too have the same error. Windows media center can see and play the dvd,
but WMP 11 cannot. I updated my video driver, ran the decoder check-up
utility and it showed no preferred codec, but several were 'acceptable' but
no decoder was recommended as 'preferred'. Checked for updates, none found.
Downloaded lots of codecs, but have not hit the right one for standard dvd
viewing...??? Cannot pull the codec off of the cd that came w/the pc because
it simply downloads the OEM version of Roxio/Sonic onto my Dell.  I have
upgraded to Creator 9 and it seems to work.  My only issue is that WMP cannot
see dvd's to play them

Chris- I have also been to your blog and saw that too many decoders may cause
problems for WMP.  How do I select ones to delete?  I know how to do that
now, deleted some divX and reinstalled them...didn't make a difference

Under WMP's Help:About:Technical Support Information, what DVD/MPEG filters
are listed?

--I have been surprised at how many people have had this problem. The only
solution i have found is to download "essential codec pack" and "AVSDVD
player" both from a site called Software Informer.  Its not ideal iwould
prefer if wmp worked as it did when i bought my laptop.

You should just need a working DVD decoder.  Those aren't free, so if your
system didn't have one, you would have needed to go purchase one.  A free
download in this space is an interesting notion that I'd be curious about
how they were managing. =)
