Cannot Delete Installation File

My younger brother, half-wittingly downloaded and cancelled the installation
file for some kind of plug-in for WMP9 off of www.mtv.com.... f

The installation file downloaded to my desktop and the file is entitled
MPSetupXp.exe
I can't delete it, whenever I try to do so, an error message pops up and
tells me that I cannot, because it is "in use by another application". This
is irritating the hell out of me. Please help.

Open a Command Prompt (like a DOS box) and use the del command.
