I have a PC that can play streaming audio when logged into the local
admin account, but can't play it when logged in the user account. When
I open the link it buffers and then shows that it is playing, but I am
not hearing any audio. I can play mp3s, CDs, etc., but nothing
straight from the Internet. I tried using RealPlayer and it plays
streaming audio.

That would sound like that networking profile is corrupt... you can reset

Thanks for the information. I deleted the files listed at the end of
the article and I also disabled Norton and that took care of it. I
think Norton was creating problems with the file.
