Problem opening URL with a + sign

I store wmv video on Amazon S3, and the URLs require signature.
Sometimes the signature has a special sign in it, and WMP 11 fails to
open URL. Any hint?

Here is an example (sorry, 6 hour expiration):
Works:
http://s3.amazonaws.com/russart/v1739-1.wmv?AWSAccessKeyId=0SQBYEA2QXHRCVHTNYG2&
Expires=1204160684&Signature=Q2f4TnpJJ1vK7ku0USvBp1ciWoo%3D


Does not work:
http://s3.amazonaws.com/russart/v1739-2.wmv?AWSAccessKeyId=0SQBYEA2QXHRCVHTNYG2&
Expires=1204160684&Signature=HIKrb%2B42ZUqHf4bAYFkKj2Xxu1g%3D

I've got additional info:
Looks like both URLs work on Vista Home Premium x64 and WMP 11.
I tested on XP SP2 and WMP 11.
