WMP 11 Won't Install

I've read the forums but am not getting my issue resolved so hopefully
someone can help me.  I attempt to install WMP 11 and I get the error
C00D2AFB cannot complete Window Media Player 11 setup.

wmpsetup.log contains the following errors:
ERROR: Package 'WMP11Setup'.  Result: 0x80070005.
ERROR: Package 'MSDelta'.  Result: 0xc00d2afb.
ERROR: Package 'Appcompat Shim'.  Result: 0xc00d2afb
ERROR: Package 'WMFDist11Setup'.  Result: 0xc00d2afb.
ERROR: Package 'WMP11Setup'.  Result: 0xc00d2afb.

Ok so I then I look at uspdspapi.log and have the following errors:
#E065 Parsing AddReg section [Fraunhofer.Reg] in
"h:\df5655234792ef0c2a3c675d891af210\update\update.inf" failed. Error 5:
Access is denied.
#E064 Parsing install section [ProductInstall.GlobalRegistryChanges.Install]
in "h:\df5655234792ef0c2a3c675d891af210\update\update.inf" failed. Error 5:
Access is denied.
#E008 Setting registry value
HKLM\SOFTWARE\Microsoft\MediaPlayer\Settings\MP3Encoding\LowRate

Any suggestions on how to correct this?

What happens if you manually delete the "LowRate" registry value mentioned
there?  Can you then install?

Ok I can't seem to find this registry value in regedit.  Any tips?

It should be under HKEY_LOCAL_MACHINE\ SOFTWARE\Microsoft\MediaPlayer\
Settings\MP3Encoding
