Can I take the library from my desk top and add it to my library on my lap top?

You should be able to transfer most of the content, either directly or
using the files and settings transfer wizard (eg at
http://www.mcmcse.com/windows_xp/guides/transfer_wizard.shtml)

The library contains some metadata as well as the files, and that
won't transfer easily (beacuse the file paths will probably be wrong
on the laptop). You could probably press F3 to scan for media, where
it may well pick up metadata for the library from the files.
