I need to convert a midi file to mp3 format.  Can this be
done?  If so, please tell me how.  Preferably without
having to buy an expensive utility, but any advice would
be appreciated.

You'll have to play the midi file so that it can be recorded. By itself,
it's just instructions to play and the output will vary according to your
audio settings. There are plenty of utilities for recording "what you hear"
on the computer.
