I would like to be able to return to the library tab from another tab and be
at the same point I last was, instead of having to scroll from the very top
of the music library, back to my previous location.

I agree! I think that is the expected behavior by users. Unfortunately,
the Windows Media Player team focused more on DRM and online stores than
they did the usability of Media Player 11.

Unfortunately, there's no good way to get your idea in front of anyone who
can even consider it for rejection, let alone consider it for inclusion.
