IPHLPAPI.DLL File cannot start

This message appears when I boot up. It says to check the
file to determine the problem. When I check the file under
properties it says it opens with an unknown application.

This has nothing to do with Windows media. There are a variety of programs
which may have installed this file. Either check for likely candidates here:
http://www.google.com.au/search?hl=en&ie=UTF-8&oe=UTF-8&q=+IPHLPAPI.DLL+File+can
not+start&meta

or post to a Windows NG corresponding to your version.
