links and menus in wmv files?

hello i posted earlier iin the movie maker group and was told i should
try this group. i need to accomplish two objectives in a wmv file to
be posted on the internet:

a simple 4 section chapter-style menu
an active url link - or at least a redirect

AND i need to know thee things about these objectives.

are they even possible?
if so what program would i use to do this?
AND also if so, some tutorial links for how to do this would be great.

Expression media encoder has some player sample templates which you
can use to generate chapter menus as thumbnails, along with animation
http://www.microsoft.com/expression/products/faq.aspx?key=encoder

The code and graphics are already generated for those, and for example
the XBox looking template might be OK for your needs. The templates
generate all the javascript, media, images and layout code to embed
into a web page as a Silverlight player.

If you need more than that, you've got a lot of research to do - I can
point you to that documentation, but I'm too busy to provide full code
samples right now ;-)
