Is there any way to set Windows Media Player to "NOT" finalize a CD after the
burning process?

I can't think of a way. Most cheap CD burning software (eg Nero and
Roxio software) allows this though - but it might cause problems in
many standalone hifi or car CD players if you try to play the disk
without it being finalised.
