What DOS prompt do you think there is before the login page appears?
This is not Windows 9x. You can boot a Vista machine to Safe Mode with
Command Prompt only for trouble shooting purposes but I doubt this is what
you are planning to do?
If you do just press F8 as soon as the power on self test is finished on
your PC and select Safe mode with command prompt.
Just look in the help for more on Safe mode with command prompt

No, of course not. There's no such thing as a "DOS prompt" in Vista.

Why do you say you need to "circumvent" your Vista logon? What exactly
are you trying to accomplish?
