Hello,

In Windows Vista, even though you are logged in as an administrator, the
programs you run are only given 'normal user' privileges, unless they
automatically ask you for permission when they start (Windows needs your
permission to...) or you run them with elevated permissions by
right-clicking the program and clicking Run As Administrator.

The solution is to right-click the program you are using to do these actions
and click Run As Administrator.

Using the Windows Vista UI itself (such as the control panel and windows
explorer) should prompt you automatically for elevation when you do these
things. You really just have to worry about third party utilities that are
not vista-ready.
