Administrator Issues

I have been trying for a week unsuccessfully to remove programs from my
computer.  I have Windows Vista Home Premium 32 bit OS.  Each time I try to
uninstall a program it tells me that the system administrator has set
policies to prevent this.  Now I am the only one using this computer and I
check and it shows that I am the administrator and there are no other
accounts on this computer.

Is there anyway to do this?  

Also, as a side question, I have a program that I wish to use on my computer
that is for WIN XP, but I would like to use it on Vista, and have installed
it, but some of the features are not working.  I have checked the
compatability mode and have had no success.
