A user can only gain permission to change global/system files or applications
to Vista, such as disk reformat from the administrator. The administrator
account and administrator privileges can be obtained by using the
administrator's password. Without the original password your only recourse is
to reinstall Vista.

Contact Gateway for a restore disc set, or ask the former owner to provide
them.  I personally would never accept a computer in this condition - how do
you know what else has been done to it or has been installed to it?  Wipe
and restore is the only safe and sane option here.

No, I disagree with the other posters.  This site allows you to download
files needed to create a bootable floppy disk or CD-ROM which contains a
program that can be used to reset passwords on a Windows NT-based OS
(such as WinXP and Vista):
'Offline NT Password & Registry Editor'
Offline NT Password & Registry Editor
It is a rather "geeky" tool; not a nice Windows graphical user
interface.  You might want to check this page for a demonstration of its
use, with screenshots provided in the article:

Windows | TechRepublic.com'

There is also a video about using this tool here:

I am aware of this tool. Notice the big Disclaimer by the creator and those
who supply links to it. I do not know of anyone who has had succes with this
tool. If time is of value, I'd go straight to the fix that will work within a
known time frame, such as reinstall.

Try the above.
You have to download an ISO file and make a bootable disk.
Read info carefully.

You saved me!  we had blank passwords and babysitter used pc.  Now it asked
for password and she swears she didn't do anything.  "I turned it on and it
asked me for password, so I shut the lid".  In minutes I just ran tool and
walaa, it's fixed!

THANKS!

If you find that the copy of Vista isn't legal, you know who to go
after for help.

He must have made an error offline NT password & registry editor is an
isolinux kernel that runs live in ram, it is at globular form what
Windows consists out of and therefore cannot be stopped this is a very
powerful tool and can do much much more than remove passwords I have to
agree with LeeTutor
