Install Adminpac and RUNAS

Hello,
I installed adminpac according to this article:

Then I can't use RUNAS to run DNS console with a system account.
If I press Shift key, go to Start, All Programs, Administrative Tools, and
right click the DNS, RUNAS is not an option in the menu.
After run the DNS as logged in user account once, Vista will put a shortcut
of DNS into the "first level" of program menu. Then Shift and right click
will show a RUNAS option. However, click on the RUNAS will still launch DNS
as current user account. I don't see a popup window to enter a different user
account and password.
My reguar account has some domain admin right and it works fine for some
items, such as for Users and Computers. I just has trouble to run certain
items with RUNAS option.
Any suggestion?

My bad.
Some how my regular domain account is in debug local account group on the
machine. Once I changed it to User group, RUNAS work fine from "frequently
used program" menu. I still can't do RUNAS from "All Programs\Administrative
Tools\". Could this be by design or user error?
