Admin Tools and Control panel removal

Can anybody tell me how I can remove the Admin Tools and Control panel from
STANDARD user menus on Vista Ultimate?  I still want Administrators to have
access to these and other 'system' programmes, but cannot permit Standard
users and Guest accounts to have these facilities available.

I have looked at C:\ProgramData\Microsoft\Windows\StartMenu but with various
other 'start menu' and 'desktop' files in a variety of locations on the C:
Drive, its difficult to identify which is the 'base (generic menu) and which
is user specific.

On XP it was a breeze in C:\Documents and Settings\All Uers\Desktop was the
generic (base) file while C:\Douments and Settings\All Users\USERNAME\Desktop
was the unique USER desktop.

Any help gratefully appreciated.

First of all, it doesn't harm, if those entries are available in standard
users startmenu - because thouse user accounts can't use administrator tools
without a admin password.

One chance you have: Right click Start button, select Properties in context
menu and switch off the "Control Panel" option. Hope the command names are
right (doesn't have an English Vista). All Settings should be user
dependent.

And also, you should be able to use Group policies to configure Start menu
entries.
