Cannot access Users/user/Local Settings

In XP I was able to go to "DocSet/user/LocalSettings and recover temp files,
like movie clips, that had been downloaded by my browser.  In Vista Home
Prem I cannot get access to that folder.  I am on as Admin and know that
Users/user/Local Settings is the new location but I am refused access and in
the security tab it shows all the boxes checked so that I should have full
access, although the boxes are somewhat greyed-out.  Sure would appreciate
any help.

Neil

C:\Users\%Username%\Local Settings is a Junction point and not available
anymore.

Temporary Internet Files are now at:

C:\Users\%Username%\AppData\Local\Microsoft\Windows\Temporary Internet Files
