Hello AB,
See if this work. Desktop, right click on Internet Explorer, click Send
To, click Desktop (create shortcut). You should now have 2 IE
shortcuts, one without icon, one with. Right ? If yes, delete the one
without. Drag and move the new one to where you want.

If the above method does not work :
Start menu > Computer > right click Os C: disk , click open > right
click program files, click open > scroll down till you find Internet
Explorer, right click, click Send To, click desktop (create shortcut)>
close windows.
You should have a new IE icon on the desktop. delete the other one.
Drag and drop the new one to position.
Let me know if you got it now.

Hi,
Thanks for the help, but it didn't work. I need an icon in the desktop whose
properties page says 'Internet properties'. I need not a shorcut.

Hi AjB,
This tutorial will show you how to create a Desktop icon shortcut for
IE that has it's Properties open to "Internet Properties".

Just a guess, but perhaps you can't see it because it's covered by
another shortcut.
