Welcome to the Vista Forums!
Try booting into safe mode, and try deleting the file again. Sometimes
running in safe mode allows you to do things you can't do in regular
boot mode.

Where are these files located?
'take ownership' is usually an article on the MS kb site on how to deal with
files that are usually located on another Win installation drive, that has
been slaved to your currecnt system.
