God, in this age of internet viruses and malware, why anyone would download
Microsoft files from anywhere other than Microsoft.com is beyond me... No
offense vistax64.com, but re-hosting Microsoft stuff to promote your site
is silly.
http://www.microsoft.com/directx
Look for the dxwebsetup.exe file and run it on your computer, it'll make
sure your files are OK.
If the game is now causing problems after performing the DirectX update, go
find drivers for your video and audio cards as well.

Is it possible that your antivirus / firewall software is blocking
access? I would disconnect from the internet, disable your anti-malware
software, and then proceed to install the following:
'DirectX 9.0c - November 2007 Release - FULL Download'
(http://www.microsoft.com/downloads/details.aspx?FamilyID=1A2393C0-1B2F-428E-BD79
-02DF977D17B8&displaylang=en)
See if it works.
Also ensure you didn't forget to download the latest GPU drivers.
