Mahjong Titans - Random??

When I load a new game in the standard Turtle layout, EVERYTIME the top five
pieces form 2 matching pairs.  Try it:
1) Start Mahjong in the Turtle Layout
2) Notice that you can form two pairs out of the top five tiles
3) Hit F2 to load a new game
4) Return to step 2

Is Mahjong supposed to load random games or is this just a strange
coincidence?

I noticed the same thing.  Actually, the standard opening is even more
specific.  In all but two games that I've played, the top tile has one of
its matches directly below it on those four tiles.  The probability that
this would occur randomly is infinitesimal.  Obviously, there's a problem
with a sorting algorithm somewhere.

I have another Mahjongg game that does the same thing.

What is strange is that when I first started playing this game 5 years ago,
this didn't happen. It has occurred slowly over time. I believe that the
more you beat the game the harder the game becomes. I have now seen (in my
other game) many instances of the top tile, and 2 beneath it, being the
same. I have also seen the first 2 or 3 tiles on the extreme left or right
being the same. Impossible to win.
