windows mail: new machine 4 users only 1 can send mail

I have windows mail on vista with 4 users.  only 1 users can send mail
successfully.  As user #2, when I click on a link (in a doc) with someone's
email, to send a message.  mail pulls up new mail window, but mail is not
sent.
please advise,

Have the email accounts been set up properly for the other three users?
Just setting up the accounts for one user isn't enough.

Are there messages staying in the Outbox for the other three users?  If so,
what happens if you move those messages to the Drafts folder or delete
them, then restart Windows Mail and try to send yourself a message?

What if any antivirus programs do you have?  Some of them cause assorted
problems in Windows Mail, although seldom immediately.

Do you have the Google Toolbar program installed?  If so, uninstall it.

Do you have any programs installed with SMS in their names?  If so, tell
us their full names.
