Since outlook had a upgrade all my incoming messages are going to 'junk mail
folder'.

If you really mean Outlook, you are in the wrong newsgroup. Try
microsoft.public.outlook.general

It will also help to specify which version of Outlook.

version 6.06
And how do I get to microsoft.public.outlook.general?

Outlook Express (OE) is a different email program than Outlook.
Also, OE will not run or install on Vista. Vista comes with a newer
replacement for OE called Windows Mail. Are you sure you don't
have Windows Mail? If you meant Windows Mail, go to its Tools,
Junk E-mail options, where you can change the junk filter options.
If you currently are using "High", try "Low". Also, click on the
Safe Senders tab, where you should select "Also trust e-mail from
my Windows Contacts."
