Ever since I got windows mail I cannot send attachments. My message reads
Account: 'pop.west.cox.net', Server: 'smtp.west.cox.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Error Number: 0x800CCC19
I have read different discusions and tried to fix but no luck. Any
suggestions.

Which antivirus are you using? Some of them are not very
compatible with Windows Mail. As a minimum, disable any email scanning:

Are you closing all other programs that access the files you are trying to
attach before you try to attach them, and leaving them closed until after
you try to send the messages? Windows Mail has problems attaching
anything that is still open in some other program.
