Start | Default Programs
Make sure Windows Mail has all its defaults.

If you can't get that to work, I recommend adding the Windows Mail
shortcut to the Quick Launch bar. It allows you to call up mail regardless
of which program is in the foreground. Why limit yourself to doing so
from IE only?

Control Panel | Programs | Make a file type always open in a specific
program (under Default Programs)
Scroll down to the bottom and make sure MAILTO is set to Windows Mail.
