text when sending attachment

When I right click a file and choose send to email Windows Mail populated
the bod of the email with the following text:

Your message is ready to be sent with the following file or link
attachments: "name of attachment"

Note: To protect against computer viruses, e-mail programs may prevent
sending or receiving certain types of file attachments. Check your e-mail
security settings to determine how attachments are handled.

Is there a way to change or remove it so it does not show up every time?

Another wonderful carryover from OE.  The removed the good stuff and left
the junk.
