Cant send or recieve email through windows mail

I have recently set up a GMX email account and have set windows mail to get
emails from that.  This set up has worked well for the last week, when today
it has suddenly confrunted me with these error messages:

Subject 'Mortgage Quote', Account: 'Matthew Ball', Server: 'mail.gmx.com',
Protocol: SMTP, Port: 25, Secure(SSL): Yes, Error Number: 0x800CCC15

AND

Account: 'Matthew Ball', Server: 'pop.gmx.com', Protocol: POP3, Port: 995,
Secure(SSL): Yes, Error Number: 0x800CCC15

Just before these messages were sent i had already managed to send some
messages.  Can anyone advise what I should do?

These instructions (for OE)

don't indicate that you need to use SSL, and the POP port probably should be
set back to the default 110.
