If you work for Microsoft, ask this question at work. If you don't,
it isn't clear what type of email account you mean. Many people
use an email account provided by their internet provider, so the
details of how to set up the account depend on which internet
provider they are using.
If you want Windows Mail to connect to your yahoo.com account,
you'll have to either pay extra or install an interface program.

You haven't given enough information. To set up an email account with
Windows Mail see the following link from my website:
http://vistasupport.mvps.org/adding_an_email_account_to_windows_mail.htm You
will need some specific information from your ISP before you can set up an
account, so you will need to ask your ISP for the pop and smtp information
(this should be available on the help page of your ISPs website.
