What if any error messages do you get when you try to send out mail?
Right click on them and copy the entire error messages to your next
message.

Also click on the Outbox, and if you find any messages that have stayed
there an unreasonable time, move them to the Drafts folder or delete
them.  Let us know if any refuse to do either.

this is the message i get

I assume that you are actually connected to Cox.

Email scanning should be turned off in any anti-virus.  Also exclude EML
files from the scan.  It provides no protection not provided by the regular
resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled.  The latest version of Trend's
anti-virus seems to be causing problems too.
