Whenever I go to "Create Mail", I have the FORMATTING BAR like I've
selected. However when REPLYING to an e-mail it's not there. If I go
to VIEW->Toolbars, while replying, the formatting bar is grayed out.
Outlook Express doesn't do that. This means that if I want to highlight
and bold, italicize, or underline something in a Windows Mail reply, I
can't do that unless I do it in a word processor, then copy and paste.
This is a step backwards, so I have two questions:
1) Is there a way around this? (I'm current on updates, including SP1)
2) If MS did this for some reason, does anyone know WHAT possible reason?
I guess I could switch to Eudora or Thunderbird, for e-mail, but it
sure would be nice if MS would provide a reasonable way to have the
formatting bar in replies.

That's because you are replying to a message sent in Plain Text. Either
click on Format and select Rich Text (HTML), or go to Tools | Options | Send
and uncheck: Reply to messages in the format they were sent.

And here I thought I'd finally found an excuse to join the whiners
who perpetually complain about Vista. <big grin> Seriously I don't know
why MS took it upon itself to move and rename some things, and I'm still
not sure where the WOW is, but after having gotten used to Vista, I
really don't see what all the complaints are about either. Orifice 2007
is of course another matter, but Vista really ain't that bad IMHO.
