can't send e-mail

i just openned an e-mail acount lisathompson@cogeco.ca   i am unable tosent
just reseive emails. i am able to send to myself but no one else. i have
talked to cogeco and the tell me everything is set up fine and that it is a
micosoft problem. here is the mesage i get when i try to sent e-mails......

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was 'info@wefinance4u.ca'. Subject 'Re:
Wefinance4u - Contact form', Account: 'pop.cogeco.ca', Server:
'smtp.cogeco.ca', Protocol: SMTP, Server Response: '554
<info@wefinance4u.ca>: Relay access denied', Port: 25, Secure(SSL): No,
Server Error: 554, Error Number: 0x800CCC79

please help.

Does your connection to that server cross over from one internet provider's
equipment to another's before it reaches the server?  If so, such
connections
to port 25 are often blocked to cause trouble for spammers, and you need
to ask cogeco.ca if their outgoing mail server allows you to use some other
port instead, and if so, where to find instructions for switching to the
other
port.  Just trying all the ports is a very slow way to find out, since there
are
about 65,000 ports available, and it's unlikely that more than a few of them
will accept outgoing mail.

Are you connected to the Cogeco network when you're trying to send?
Are you using a laptop?
Are you using your computer at home?

That error message means your Internet connection was obtained
from a provider other than Cogeco. Cogeco will not allow you to
use their SMTP server since your connection was not Cogeco's.
You must use the SMTP server belonging to your connection provider.
