API or Add-in for email under VISTA

I'm still using XP and Outlook Express, but am wondering about what
improvements there may be with VISTA email. Does the VISTA equivalent of
Outlook Express ("Windows Mail" I presume?) provide any sort of COM API or
other add-in capability for inserting code into the email process. By that
I'm referring to processes beyond those that could be accomplished with rules
in Outlook Express.

I haven't seen any reference to any, and the antivirus programs that try to
insert
such code anyway tend to cause problems in Windows Mail.
