Inserting file attachment causes Windows Mail to shutdown

When I create a new e-mail and when I attach a file window mail shuts down.
Does anyone have a fix for this.

Windows Mail often has problems adding attachments while they are still open
in some other program.  Shut down the other programs first.

Nothing is open. only the mail client. I click on file attachment and it
almost acts like popup blocker. It shows a list of documents real fast then
everything shuts down including windows mail. The only thing that was open is
the mail client.
