Are you trying to use it from outside Road Runner? If so, it won't work.

The correct server entry for Microsoft Community Newsgroups is
"msnews.microsoft.com" (less the quote markers).

But many people want access to newsgroups other than those
available on that newsgroups server, and therefore have to add
a different server.
