using vista windows mail program
it marks almost all incoming e-mail as spam, it does not move them to junk
mail folder for which I am grateful
I have added senders to safe list and marked not as spam but it still
continues to mark as spam
how can I get it to stop

The 'marking as Spam' is not being done by WM.

It is being done either by 3rd party spam filtering or your mail providers
server?

Doesn't sound like Windows Mail is doing that.
Are you using a third party security program that includes
anti-spam? Windows Mail does not actually mark any messages,
but it does move all suspected junk emails to the Junk E-mail folder.

If I were you I'd remove the McAfee stuff now before it totally
screws up your Windows Mail
