windows mail error message

I can not receive email using my windows mail program w/vista. I get
error message as follows:

Account: pop-server.ec.rr.com, Server: pop-server.ec.rr.com, Protocol:
pop3, port 110, Secure (ssl): No, error number: 0x800ccc19

I can use my isp home page and check my emails but when I use windows
mail I get error message. I could receive mail untill about 1:00pm using
windows mail today and after that I keep getting error message. Please
help.

It looks like you hand-typed the error message. It should always
be copied and pasted.
There should be a sentence or two preceding the part of the error
message you supplied.

Which antivirus are you running? As a minimum, email scanning
in any antivirus must be disabled. This may not be sufficient,
but is a first step.

CA security center 2007, it was all working fine since I had the
computer and CA 2007, this just started today. That was all the info for
error message. I typed it as it was listed. Nothing left out or omitted.
I forgot about cut/paste. why would this start all of a sudden.

Many of the frequent responders in this newsgroup read it by methods
which have some advantages, but make it difficult to go back to
previous messages in a thread when they aren't quoted.

Also, you may need to wait for the frequent responder who uses the
CA Anti-Virus program to tell you if it needs any special settings to
work well with Windows Mail.

So did you turn off the email scanning?
In CA Security Center with Antivirus 2008 (which I use) the steps are:
right-click on the CA icon in the system tray, CA Anti-Virus, Open
Anti-Virus, Options, if there is a checkmark next to Email Scanner,
uncheck it, then click on Apply Changes.

Do you have any other third party security software like anti-spyware?

I contacted my ISP ( raodrunner) broadband, the tech guy there in live
chat told me to disable my firewall. I did and checked mail and could
receive. Then tech told me to reactivate firewall and check again. I did
and all went well. I told tech guy I did the same thing and it worked
for awhile and then started same thing all over again. He suggested that
windows mail might be the culprit and I should call them to fix/tweak
it. Waiting on microsoft now....

Which firewall, Windows Firewall? It should be fully compatible
with Windows Mail.
