OE uses a .wab file to store the email addresses. Copy it to your Vista
computer, then Import it into Windows Mail or Windows Live Mail.

Hello, can you please be more specific on the steps? I went to my Outlook on
my old PC, selected File, then Import and Export, export to file, but the
next set of options did not present a ".wab" file and I could not figure out
how to save to the jump drive to then copy into the laptop with the windows
mail. thanks for your time.

(for Outlook Express, not Outlook)
On the XP computer, search for *.wab
If you don't find it, open Outlook Express, open the Address book, File -
Export - Address Book (.wab)
Or, you could export the addresses to a CSV file, then import that into WM.
If you really mean Outlook, then it's a whole 'nother story.
