Pentium 4 2.8 or a Pentium 4 2.66 Dual Core?

The dual core probably... however to be honest, you really are best going
for an AMD 64 Dual Core. You won't get anything much better for a home PC
than that :o)

Dual Core of course, since you would be purchasing a future proof system
that will be able to handle multithreaded applications in the future.
