In build 5472 (July CTP), I bring up a group of pictures. I am fixing
redeye, and when I right-arrow off the picture, each time it says
"Changes to this picture have not been saved because an original cannot
be created".

This is a new problem to this build, anyone have an idea what's up?

PS - I tried it with Volume Shadow Copy running and not, no change in
the problem..

Has anyone else seen this problem?  It makes Photo Gallery unusable..

It works OK for me. But so far I've only used it with picture in the
Pictures folder for my user account.

We did introduce some bugs in that build that caused edit problems when
certain metadata is present in a file.  Unfortunately the metadata is most
likely coming off your camera and therefor effecting you entire photo
collection.  This will be resolved in RC1.

What type of camera are these files coming from?  If you send me one of the
files I can verify for certain that it is a issue we have fixed.

I have the same problem. Photos from my Canon EOS rebel don't work but other
pictures do. Sounds like it is a temporary bug.. :-)
