There is a "Power Toy" for XP to allow thumbnails/previews for RAW pictures.
However, I have been searching for something similar for Vista with no luck.
I have a Nikon DSLR and would like to be able to use Win Explorer to view the
.NEF files like I do for .jpgs.

Nikon absolutely refuses to support Vista x64 users with a raw codec
(and also refuses to supply support for x64 on their utilities and
programs). They have no intention of doing this, either.

There is no reason why Nikon should support a 64 bit OS. If someone is
adventurous/foolish enough to think they can rely on a 64 bit version of a
non-functional 32 bit OS then, well, caveat emptor.
