I can't seem to download my videos, without it creating a huge file in just
a few seconds. I know my computer comes with a 1394 video port, but on my old
one, I bought a seperate 1394 card and i could adjust the video file to a
smaller resolution with windows movie maker. I can't find a resolution
adjustment on my new computer.

It probably has nothing to do with resolution, more like is a bitrate
issue THAT is what controls a file's bloat. What kind of videos are
you downloading, from where, and how big is big? Video files by nature
are large.

I suspect the OP is capturing as dv.avi, some 13gb per hour, and really
needed to retain quality, but wants to capture as a wmv file, under more
choices in the capture wizard.

You don't need to capture froma   mini dvd you just insert ithe mini dvd
into your dvd player of the pc and copy the files to the hard drive.  DVD
has to be finalised first.
