I have experienced the same problem many times but it was always before
I installed SP1 and it was always caused by third party software. Deleting
the "missing" C drive and putting a check in the system C drive box will
correct the problem.
I'm not saying System Restore was not the causative factor in your
case. My problems were caused by Acronis True Image and my external drive
backup software.

2/3 of my PCs were affected, Vista SP1 was the only common factor.
Only some had True Image installed. It's something I'll be keeping a
watch on.
