I found this really cool Rubiks cube scrambled and unscrambled icon set and I
wanted them to be my new Recyc Bin icon but when I right click into
properties on Recyc there is no Change Icon button. Is it hidden? Was it not
included? Do I have to go somewhere else on Vista to change the Recyc icons?

Go to Desktop. Right click on open area right side screen. Click on
'personalize'.  See on left side of screen   'Change Desktop Icons'
....continue from there to change any desktop icon.

Hi Ryan,

This tutorial will show you how to change a Desktop icon to use a icon
that you want instead in step 4.

Hope this helps,
