Internet footer

My footer settings are correctly set but will not print out at bottom of
page; the printer is printing the footer but is too low for it to show up on
the paper. How can I adjust the footer to print higher.

From within IE, File, Page Setup, and if you're in the US, using Letter
sized paper in Portrait Orientation the margins should be set at 0.75 all
round.

All of my settings are correct ie, letter, portrait, all margins 75 (I have
even tried 100 for bottom and it only changes the text of page, not footer).
I have it set 'shrink to fit'; I have in the footer box '&u&b&d' - all are
correct. In Print Preview it shows the footer text correctly on the bottom of
the page - it will print out when when I insert 14" paper -- it's just too
low to print on 11" paper. My most recent attempt was to see if it would
print using 'landscape'. As soon as I clicked on (print) the footer
mysteriously jumped a little higher and printed out correctly. When I
reversed it to 'portrait' the footer jumped lower as soon as I clicked on
Print and it (again) did not print on the page. I went into my printer
settings but found nothing that could help. I feel I've exhausted my options.
