Probably because Vista's fax/scan program sucks so badly compared to Windows
XP.

In Beta 2, for instance, Vista's scan program only scans the *entire*
scanner bed and saves the image as a huge BMP file. XP's built-in fax
program automatically found the portion of the bed with the image, and
offered to save that cropped portion as JPG, TIF or BMP.

And the fax program no longer walks a user through setting the thing up, nor
does it offer a WYSIWYG image of the bundled cover letters.

Sure, many people will rely on the fax/scan software bundled with their
scanner. But being an upgrade, Vista should at least offer the same simple
functionality as XP.
