Renaming a file

I installed an HP printer.  When I experienced some problems I downloaded the
latest driver from HP, which would not install.  The fix according to HPs
site is to rename the file hpbmini.dll and then attempt the driver install.  
I keep on getting a permission error, I switched off UAC but I still do not
have permission to rename the file, I have full Administrator rights on my PC.

Right click CMD.exe and click Run as Administrator,
This puts you higher up in the system,
You should be able to rename the file now.
