Tool to view/edit the MIC labels in the SACLs of secureable objects?

Hello:

Is there a tool to view or edit the mandatory integrity control labels
(System, High, Medium, Low) in the system access control lists (SACLs) of
secureable objects like NTFS files?

This is what I've found so far:

CHML.EXE
http://www.minasi.com/vista/chml.htm

ACCESSCHK.EXE
http://www.sysinternals.com/Utilities/AccessChk.html

ICACLS.EXE
%SystemRoot%\System32  (built-in, but rumored not to work reliably in Vista
RC1).
