Vista non-English upgrade to Vista English

If I have a valid non-English Vitas Business license, how to I upgrade
to Vista English license? The Vista upgrades I've seen require a
different operating system. I have the same OS, just diff. language.

You have to upgrade to Ultimate, or buy a different language Business Version.
And I agree with you, business should have ALL languages installed.

You don't.  An upgrade cannot include a language change.  You need to
upgrade in the existing language, or wipe and start over in the new
language.
