I have tired multiple times to install Vista but every time it freezes at
either the first boot loading screen or ar completing installation, I even
let it sit for 24 hrs to no avail. I shut down the computer and it boots to
the normal load screen but I get "an unexpected restart" error. I have
disabled Audio, USB, Serial, and Networks in the BIOS, and it changes nothing.

I had a similar installation experience. RC1 looped at completing
installation. Attempts to close it were answered with threats of the PC
becoming unuseable. After 22 hours I pulled the plug. The second attempt was
successful. The first was an upgrade from WinXP. The second was a clean
install.

I had similar issues. I had to reburn a copy and it was suggested that this
be done at 4x or less.
I burned at 2x and the successive installations went smoothly.

I had a similar problem on an upgrade from a previous version of Vista (with
several DVDs). I reburned the DVD at the slower speed using one of the
recommended programs (can't remember which), but I also follwed the advice of
some other post I had read. He recommended copying the entire DVD to a
directory on the hard drive and running the upgrade from there (BUT ALSO KEEP
THE DVD in the drive at the same time). It worked like a champ. Can't
guarantee which issue fixed it, but I haven't had a problem since.

I burned 4 DVDs at 16x and never encountered any
installation problems.

I had the same problems myself trying to install Vista RC1 for 2 consecutive
days. I even tried to install the Beta2 version then use the clean install
option with "online update" to install RC1. Not to avail.
Here is what seemed to help. I was doing the installation while the computer
was connected to the net. I removed the Cat5 cable and also checked off the
"automatic online activation" option. The installation went like a charm and
I activated and did all the required updates afterward.
